GTA 5 Mods on PC: What's Allowed and How to Install

By ALLGTA World Staff · September 30, 2026

Yes, you can mod GTA 5, on PC and in story mode only. Rockstar and its parent company Take-Two have tolerated non-commercial single-player mods since 2017, and on September 10, 2026 Rockstar published formal Mod Guidelines that keep that tolerance but draw new limits. The core tools are Script Hook V, OpenIV and the gta5-mods.com library. The one rule that never bends: mods stay out of GTA Online, where they lead to suspensions and permanent bans.

What Rockstar and Take-Two actually allow

The current position has two layers.

The 2017 statement. In June 2017 Take-Two sent a cease and desist letter to the makers of OpenIV, the most widely used GTA modding tool, and the developers stopped distributing it. On June 23, Rockstar announced that after discussions with Take-Two, the publisher would generally not take legal action against third-party projects for Rockstar’s PC games that are single-player, non-commercial, and respect other companies’ intellectual property. The statement excluded anything touching multiplayer or online services, and tools that could be used to affect them. OpenIV was back the next day.

The September 2026 Mod Guidelines. Rockstar’s support page on story mode mods, last updated September 15, 2026, now points to three documents: the Rockstar Games Terms of Service, the Creator Platform License Agreement, and the new Mod Guidelines page dated September 10, 2026. The guidelines ask modders not to:

  • expand or modify Rockstar’s official storylines, missions or characters;
  • combine maps, characters or assets from one Rockstar game into another;
  • create, share or use cheat menus that interfere with online services;
  • use anyone else’s intellectual property, including brands, logos, music and real-world locations;
  • modify or reuse voice performances from Rockstar games;
  • monetise mods outside Rockstar’s Creator Platform, or add loot boxes, real-money gambling or crypto assets.

Multiplayer modding is limited to that Creator Platform, which in practice means FiveM, the roleplay framework now owned by Rockstar (see our GTA 5 RP guide). The guidelines state that they are not a license and that Rockstar can take down any mod at any time.

Where common mods stand

This is our reading of the published rules, not a Rockstar ruling on any specific file. How strictly the September 2026 guidelines will be enforced is not known yet.

The standard tools

Script Hook V. Written by Alexander Blade and distributed from his site, dev-c.com, it is the library that lets script mods (usually .asi files) call the game’s own functions, and it ships with a basic Native Trainer. The version released on July 15, 2026 supports Legacy build 1.0.3889.0 and Enhanced build 1.0.1158.13. It also has a built-in safety net: it closes GTA V when you try to enter GTA Online. Mods written in C# need Community Script Hook V .NET installed on top.

OpenIV. The archive editor that opens the game’s RPF files. Its main job for players is the “mods” folder: modified archives are loaded from a copy instead of overwriting the originals, which keeps your install recoverable. OpenIV was built for the Legacy version and has no official support for Enhanced; community workarounds exist, such as OpenRPF on gta5-mods.com.

gta5-mods.com. The largest library of GTA 5 mods. Each page lists requirements and, increasingly, whether the mod targets Legacy or Enhanced. Read the comments before installing anything: breakage after a game update shows up there first.

How to install mods cleanly

  1. Pick your version first. Legacy and Enhanced are separate installs and mods are not always interchangeable. Rockstar lets you migrate a Story Mode save from Legacy to Enhanced only once, so decide before you invest hours in a modded save. Our Enhanced vs Legacy guide covers the differences.
  2. Back up. Copy your Story Mode saves from the Rockstar Games folder in Documents, and ideally keep a copy of the untouched game folder.
  3. Install Script Hook V. Copy the files its readme lists into the game’s root folder, next to the game executable, and nothing else.
  4. Use a mods folder for any mod that replaces game files, rather than editing the original archives.
  5. Add one mod at a time, launch story mode, check it works, then add the next. When something breaks, you know which mod did it.
  6. Expect game updates to break things. Every patch changes the executable, which is why Script Hook V lists exact build numbers. Script mods usually stop working until it is updated.
  7. Restore vanilla before going online. Remove your mods or keep a separate clean install, then use your launcher’s file verification (Rockstar Games Launcher, Steam or Epic) to restore original files.

Legacy or Enhanced for mods?

Legacy is the 2015 PC version. A decade of mods was built for it, OpenIV works on it natively, and it still receives GTA Online title updates. It is the safer base for large modding setups.

Enhanced, released free on March 4, 2025, adds ray tracing, DLSS and FSR, and faster loading. Script Hook V supports it, and many script mods and trainers work on both versions. File replacement mods often need an Enhanced-specific release. The roleplay side is moving too: FiveM for GTA V Enhanced entered early access on July 21, 2026, alongside the existing Legacy client.

Why you should never take mods online

Rockstar’s rules and tools line up against it:

  • The mod tools refuse. Script Hook V closes the game when you enter GTA Online.
  • Anti-cheat. GTA Online on PC has used BattlEye since September 17, 2024, and Rockstar describes the Enhanced version’s protection as kernel-based anti-cheat.
  • The penalties. Under Rockstar’s suspension and ban policy, a suspension can reset your characters, progress, property and inventory, and a later violation can bring a permanent ban with no expiration date. Appeals go through Rockstar’s appeal form.
  • The guidelines. Creating, sharing or using cheat menus against Rockstar’s online services is explicitly prohibited.

We do not cover mod menus, modded accounts or online money methods, and we recommend you ignore anyone selling them.

Mods, cheats and what comes next

If you only want weapons, invincibility or a sports car on demand, you do not need mods at all: the game has built-in cheat codes on every platform. Rockstar’s support notes that saving still works with cheats on, while achievements are disabled until you reload.

The September 2026 guidelines also cover Rockstar’s future games. GTA 6 launches on consoles on November 19, 2026, and our GTA 6 PC guide tracks what Rockstar has said about a PC version.

Frequently asked questions

Can you get banned for using mods in GTA 5?

Not for story mode mods on PC, which Rockstar tolerates as long as they are single-player and non-commercial. Taking modified files or a mod menu into GTA Online is different: Rockstar's policy is a suspension that can reset your characters, then a permanent ban with no expiry date.

Can you mod GTA 5 on PS5 or Xbox?

No. There is no supported way to load mods on PlayStation or Xbox, and every tool in this guide is PC only. Console players can still use the game's built-in cheat codes in story mode.

Do mods work on GTA 5 Enhanced?

Partly. Script Hook V supports both Legacy and Enhanced, so many script mods and trainers run on either. File replacement mods built for Legacy often need an Enhanced version, and OpenIV has no official Enhanced support, so check each mod page before installing.

Did Rockstar ban mods in September 2026?

No. Rockstar published new Mod Guidelines on September 10, 2026. Non-commercial single-player mods are still tolerated, but the guidelines rule out mods that alter the official story, port content between Rockstar games, reuse voice acting or use other companies' brands.
